Abstract: 

The open access movement has faced some problems. Among these issues, we can highlight the issues of copyright.In Brazil, for example, many institutions do not submit all production because of legal problems, especially regarding books, which are published by publishers and require permission for the deposit.Therefore, this study presents an analysis of the Institutional Repository of the University of Bahia, which combined the University publisher - EdUFBA, developed a policy to enable submission and access to the books published by the publisher, presenting an innovation in the attittude of university presses.
